Apple Repair program:
None. Apple has always charged for repair or replacement if this issue affected a phone and to this day has not publicly acknowledged the issue. They have of course changed their phone design after the 6+ because they were aware of the problem.
The Issue:
The iPhone 6 and 6+ bend very easily. This causes a chip to disconnect from the board (also due to a lack of underfill) which in turn causes the display to no longer respond to touch or display artifacts.
The Fix:
As the exposed pads under the Touch IC chip can oxidize after they became separated, the chip needs to be replaced. This allows a repair shop proper access and a proper way to repair. Due to the small size of the components this should not be attempted without a microscope and proper microsoldering equipment. You can contact a company that offers board repair services.
